Description

This certification is applicable to the DAIKIN commercial Package units. The certification is sold as an engineered sealed Evaluation Report and meets the requirements of the structural wind integrity per the selected building code above using ASCE 7-10 for the approval of unit housing and tie-down clip capacities, and upon ordering will be signed and sealed by a Professional Engineer of the firm. Use it in conjunction with your other approved documents to obtain a building permit.

This certification is generic and installations beyond this scope or site specific applications shall require custom engineering that can be performed by Engineering Express. Click here to request a quote.

What is a TER and how is it used for permitting?

A TER or Technical Evaluation Report, is an engineering evaluation based on testing and/or rational analysis for the performance of a building product or component. In the case of Engineering Express, we are evaluating the structural aspects of a product only.   The authority for a qualified engineer to create a technical evaluation report is given in both the International and Florida Building Codes by an approved source (section 2.2). Numerous other codes are utilized in the creation of a TER which are listed on each corresponding evaluation report.   LIMITATIONS:   The TER's contain performance limitations of the product being evaluated (mostly wind in the case of Engineering Express TER's) which must be evaluated for the application to which it is being applied by a qualified entity, usually a contractor, engineer, architect, or other accredited design professional.  In some cases, pre-published documents or sealed generic wind pressure charts illustrating the location's required wind criteria may be used to establish the required pressure rating and installation requirements for the product in question.  This site specific information is outside the scope and certification of a TER.   ENGINEER SEAL REQUIRED:   Since these evaluation documents are not issued by an accredited evaluation entity such as Miami Dade Product Control, Florida Statewide Product Approval System, ICC, TDI, among others, each document must bear the original signature and raised seal of the evaluating professional engineer.
 

When is a Miami Dade NOA or FL Product Approval required, and how do TER’s Fit In?

The Florida Building Code (Building commission rule 61G20-3.001) requires certain products be tested and registered with the state of Florida through their statewide product approval system.  There are only some product types that require this type of approval, and this is within habitable space: 61G20-3.001 Scope.
(1) Products in the following categories as defined by subcategories of subsection 61G20-3.002(33) [pasted below], F.A.C., shall be available for approval by the Commission pursuant to Rule 61G20-3.007, F.A.C., for use in the state:
  • Panel Walls
  • Exterior Doors
  • Roofing Products
  • Skylights
  • Windows
  • Shutters
  • Structural components
  • Impact Protection Systems(2) This rule applies to approval of products and systems, which comprise the building envelope and structural frame, for compliance with the structural requirements of the Florida Building Code.
  Outside of those products, a Statewide Florida Product Approval is optional and in many cases isn't even applicable. Miami Dade NOA's, contrary to popular understanding, are in themselves NOT approved as a statewide product approval.  NOA's also permit more evaluation categories than Florida's system, but still don't encompass every product type.  NOA's are adopted either by registering them with the state system (if they can apply) or by a process called a Local Product Approval (see FS 553.8425).  Other evaluations (such as TER's) are also permitted through this same local approval process, and in many cases can be approved just by the engineer rational analysis and evaluation per code. ...It's just been a longstanding myth that an "NOA" is required for all products... A TER is a product evaluation by a registered professional engineer pursuant to the above codes.  They represent a code-compliant interpretation of a product from testing and/or rational analysis and valid per code.  No NOA or FL approval is necessary and for many TER types not even applicable.   Click here for more about Florida Building Code Product Approvals from their website.   61G20-3.002 Definitions. (23) Product means any individual type of manufactured goods, system or method of construction. (24) Product Approval: State product approval means the approval of a product or system of construction by the Commission for acceptance of a product on a state or regional basis consistent with an evaluation conducted pursuant to Rule 61G20-3.005, F.A.C. In addition, this includes the approval of a product by the Department pursuant to paragraph 61G20-3.007(1)(d), F.A.C.   (33) Subcategory of product or construction system means a specific functionality: (a) For exterior door:
  1. Exterior door assemblies: roll-up, sectional, sliding, swinging, automatic; pre-engineered roof access hatches; and products introduced as a result of new technology;
  2. Exterior door components and products introduced as a result of new technology;
(b) For windows: awning, casement, dual action, double hung, single hung, fixed, horizontal slider, projected, pass through, mullions, and products introduced as a result of new technology; (c) For panel walls: siding, soffits, exterior insulation finish system (EIFS), storefronts, curtain walls, wall louver, glass block, and products introduced as a result of new technology; (d) For roofing products: built up roofing, modified bitumen roof system, single ply roof systems, spray applied polyurethane roof system, roofing fasteners, roofing insulation, asphalt shingles, wood shingles and shakes, roofing slate, roof tile adhesives, cements-adhesives-coatings, liquid applied roof systems, underlayments, metal roofing, roofing tiles, waterproofing, roofing accessories that are an integral part of the roofing system and products introduced as a result of new technology; (e) For shutters: accordion, Bahama, storm panels, fabric storm panel, colonial, roll-up, pre-engineered equipment, protection, and products introduced as a result of new technology; (f) For skylights: skylight, and products introduced as a result of new technology; and (g) For structural components: truss plates, wood connectors, anchors, exterior coolers-freezers, insulation form systems, engineered lumber, pre-engineered air conditioner stands, structural wall components, and roof deck, and products introduced as a result of new technology. (h) For impact protective systems include types that are fixed, operable, or removable.  

What do I do if a TER isn’t enough for a permit?

Sometimes, municipalities or contract documents require more information than just submitting a TER (Technical Evaluation Report).  Typical reasons why TER's aren't approved include:
  • No certification is provided that the product meets the site specific project requirements
  • The TER is not signed and sealed by the evaluating engineer (a copy was submitted)
  • More sealed copies of the TER are required
  • The product doesn't work for the intended use (the installation is beyond the product limitations)
  • Additional supporting documentation or calculations are required.
  • The municipality doesn't understand what a TER is or the legal requirements for  it to be accepted (they may think an NOA or FL approval is required)

What doesn’t a TER do?

TER's or Technical Evaluation Reports are evaluation of a product's performance.  They are not intended to approve product for a specific application, but rather provide limiting values based on installation options. TER's don't provide the full assembly or installation of a product and should be used in conjunction with manufacturer specifications, building plans, and other limitations of specified components (such as anchor installation requirements). TER's also don't have information about installation at a given address.  That's up to someone to interpret the information on the TER for use at a specific location. Engineering Express can also do that, but that's outside the limits of published TER's. TER's also don't have a universal approval when published.  Each document must be signed and sealed by the evaluating engineer to be valid for use per code. This mechanism helps limit misrepresentation of the information contained in the report. Think of a TER as the approval rating for a ladder, like '300lb limit'.  no matter where that ladder goes on earth it is subject to break above 300lb (with a reasonable safety factor). The ladder rating doesn't state the names of people or types of industries it's approved for, just like the TER states a wind pressure performance limit and not the cities, houses, or types of structures it can be used with.
